Q: What are the Licensing Steps in Massachusetts?
Step 1 (optional): Complete an optional pre-licensing course that helps prepare you to take and pass your licensing exam. We recommend using ExamFX.
Step 2: Schedule your exam with your state’s testing provider, Prometric. The fastest way to schedule your exam is to do so online at www.prometric.com/Massachusetts/insurance. You can also schedule your exam over the phone at (866) 370-3411. Your examination fee is $49 for a combination exam and $39 for single line or limited line exams.
To change of cancel your testing appointment, you must contact Prometric at least 24 hours in advance or forfeit the examination fee.
Step 3: Take and pass you state licensing exam. On the day of your appointment you must bring with you a valid form of government issued identification (driver’s license, passport, military I.D., etc.) which must contain a photograph. You will not be able to take your exam if these requirements are not met.
At the end of the exam, the score will be shown on the screen and you will receive a printed score report.
Step 4: Apply for your license via NIPR at www.nipr.com or send the license application form and other required materials to the Massachusetts Department of Insurance. You must wait 48-72 hours after passing the examination, before submitting the electronic application. Step 6: Maintain your license by being aware of your continuing education requirements. Most insurance licenses must be maintained by completing a certain number of credit hours of continuing education each licensing period. Non-Resident Licensing Checklist for Individuals
- Please note: You must first hold an Individual Producer license in your resident state prior to applying in MA. Your resident state license status and lines of authority will be confirmed via the NIPR Producer Database, prior to the issuance of a MA non-resident producer license.
- Please complete the *NAIC Uniform Producer Application for Individuals or you may apply online via NIPR’s gateway at http://www.nipr.com.
- *Once a license is issued, please do not submit a new application to add another new line of authority, but rather, inform the Division in writing, or via the Producer Update Mailbox at ProducerUpdate.Mailbox@state.ma, include in your request which lines of authority you wish to add to your current license. If adding P & C or PL lines of authority, submit your requests in writing only and, enclose a check made payable to the Commonwealth of Massachusetts in the amount of $75.00 for the Lead Paint Surcharge. The Division will verify the new line of authority with the NIPR’s Producer database.
- Submit the application with the proper licensing fee online at www.nipr.com, or apply via paper NAIC Uniform application and submit with paper check fee made payable to the Commonwealth of Massachusetts.

Q: How do I renew my health insurance license in Massachusetts?
- Producers who are ready to renew their licenses are now able to do so online, using the Division’s online system, OLLIE, at www.ollieisabreeze.doi.state.ma.us. Renewing Producer licensees using the online OLLIE system are to process their online renewal applications on or before the expiration date of their current licenses. If the online Renewal/Continuation application is not filed on time, the renewing license and all affiliated appointments will be canceled due to non-renewal; there is penalty fee imposed after the renewal date has passed. Renewing business entity producers are now also able to renew online via NIPR’s gateway at http://www.nipr.com.
- All Producers who are renewing via paper applications must submit their NAIC Renewal/Continuation applications for processing, prior to the expiration/renewal date. If the Renewal/Continuation application is not filed on time, the renewing license and all affiliated appointments will be canceled. These applications are to be sent to:

Q: What do I do if my health insurance license has expired in Massachusetts?
Producers may apply for reinstatement through Resident License Renewal Application starting the day after the expiration date and up to one (1) year past the expiration date. Reinstatement applications will include a penalty fee. After the year has expired, the applicant must apply as a new applicant through NIPR’s Resident License Application.
Late Renewal Fee is $450 for Residents and $600 for Non-Residents.
Q: What do I do for Continuing Education to keep my health insurance license in Massachusetts?
- Any insurance producer licensed to sell one or more lines of insurance listed in 211 CMR 50.03(1) shall satisfactorily complete 60 hours of approved instruction prior to the renewal date of his or her initial insurance license.
- Following the initial renewal, any person licensed to sell one or more lines of insurance shall satisfactorily complete, for each 36 month period prior to the renewal date of his or her license, 45 hours or equivalent of approved instruction. Said instruction shall include a program of instruction or seminar on Massachusetts Approved Ethics (MAE) equivalent to three classroom hours of instruction. The requirements of 211 CMR 50.04 may be met by the licensee in any of the lines of insurance for which he or she is licensed. Licensees are encouraged to take at least one credit hour of approved instruction in each line for which they are licensed.
